Office 2007 - Encryption only works in Safe Mode

In both Word and Excel 2007 the menu option Prepare-->Encrypt Document is greyed out. Also, from the Save As... dialog, in Tools-->General Options the "Password to open:" field is greyed out (both Word and Excel).
However, when running either app in safe mode (/safe switch) am I able to encrypt the file and set a password. I compared what Addins are loaded in Word, and as far as I can tell running in safe mode disables all the Smart Tag addins.
This is happening on all our Windows XP SP3 (fully patched) systems on AD 2003 domain. I've tested with a local account, same results. We have a 2008 R2 server for testing, I installed Office on it and everything works as expected. The product is Office 2007 Standard.

If it works in safe mode, try to disable add-ins in office 2007.
How to disable add-ins in Office 2007, you can refer to this article:

Thanks. Using Word, I have disabled all the add-ins and the problem still persists. One major difference I see when running Word in safe-mode is that when I first launch the program, it does not default to creating a new blank document. I have to go to the menu and select Button-->New. How can I run Word in regular mode with this behavior?
