Windows Update cannot check for Updates - Windows Vista

I have a Dell Mini using Windows Vista Home Basic.
When I try to access Windows Updates and check for updates; it says "Windows Update cannot Currently check for updates, because the service is not running. You may need to restart your computer."
I've tried the following:
- Restarting the service in services.msc and restarting the computer to save the changes.
- I had found a thread in a vista problem forum (there are SOOO many) that required me to export a Reg file, then typing in "sfc /scannow" in a run window, then importing a fresh copy of that reg file from a clean Vista computer into the Registry... then going back into services.msc and restarting the service
I'm running out of ideas before I re-install Vista itself. I hope it doesn't come down to that... I'll not have a good day.
Please someone help me.

To run a troubleshooter that will diagnose and repair common problems with Windows Update, go to Automatically diagnose and fix common problems with Windows Update
on the
Microsoft Support website, and then click Run now.If neither this works, try resetting the Windows Update components: read the Microsoft Knowledge Base article 971058.
