Is there anyware to have a distributed application created an alert, separte from the components comprising the application? The reason is I want a certain user to receive an email if the distributed application fails, but not necssarily receive the more detailed alerts from the various parts of the application.

sure. Any time a state changes, you have the opportunity to create an alert.
For DA's created with DAD, add a SLM report and have an alert generated when the SLA is not achieved.
