Handwriting Input Button Missing in Windows 7 Home Premium for Chinese Language IME Pad

The "Enabling Chinese Handwriting Using Writing Pad on Windows 7" does not work as described.
This is what would happen:

*Voila!* - "Chinese Handwriting Recognition" does NOT appear.
What gives?

Hi,
Please right click taskbar and choose toolbars, select “Tablet PC Input Panel”.
To recognize your handwriting in a specific language, your Tablet PC must have the handwriting recognizer for that language installed.
Where available, the handwriting recognizers are included in the corresponding Multilingual User Interface Pack (MUI). To turn on handwriting recognition for a language, you need to do two things: get the MUI, and then add the input language that you want to use.
Note: MUIs are available in Windows 7 Ultimate through Windows Update as optional updates. They aren't installed automatically. If you're using Windows 7 Enterprise, contact your system administrator for information about installing additional languages.
