Consistant error pops up on startup

When my boss starts Windows 7 he gets this popup:
This action cannot be completed because other program is busy. Choose 'Switch to' to activate busy program and correct the program.
When I click on 'Switch To' all it does is open up the Start menu. Any ideas as to what this could be? Or even perhaps a way to stop the notification from popping up every time he turns on his computer?

There are several tools and procedures that you can use:
1. Use Autoruns from Sysinternals to pinpoint which processes start. From here you can restrict programs that can or cannot start.
2. If the problem is in the booting phase, the setting logging in F8 menu can give better insight in possible troubleshooters. Analyze log file or upload it to cloud repository for other can inspect it.
3. It would be useful give more information on the history of installation, display content of event logs,...
4. I have not quite catched if the same phenomenon occur in other user profiles.

In your start menu you should be able to find "startup" folder.
Remove all icons from that folder to the desktop and reboot and try again.
Another way is to try to use "msconfig" Go to start and type msconfig.
When you open msconfig go to startup tab.
You will have to start unchecking programs one by one until you find the one that's causing the problem. (uncheck and reboot for each program)

Has the computer been independently checked for malware? By independent I mean an anti-virus programme other than the one intended to keep the computer secure. What other programme is busy? I find the message somewhat strange and not one I ever recollect seeing.
