Error code:0x80070002. The system cannot find the file specified. [80070002]

Have a couple machines with this error.
Typically they had FEP removed, then upon reinstall get this error in the EPPsetup.log (never even make it to the felinstall msi log)
Thoughts?

Please try to access FEP installation share folder on DP server from client, or check the advertise settings refer to this blog article.

Hi Rick,
This is just a simple install from the user's desktop. They are full admins and are not restricted in anyway.
Typically this situation has occured after removing FEP and attempting to reinstall.
We cannot figure out why it keeps erroring this way.

Hi Jon,
Oh, please perform these steps to troubleshooting.
1. Install FEP in clean boot mode
2. Run Program Install and Uninstall troubleshooter tool in KB2438651.
3. Run Process Monitor utility to find out any access deny entries during the FEP installation
4. Double check client KB981889 installed, Windows firewall enabled, WMI service running, Secondary Logon service disabled, UAC disabled

Still broken, nothing works. We tried other steps as well such as using /noreplace as it's failing during the competitive uninstall piece and nothing works.
All your steps have been tried nothing fixed it.
