Because different browser about the HTML and CSS explanation is different. So the presentation of the same page is different in different browser. Now, there is no unified standard. So, you can’t achieve it appears the same in any browser. Here is an article to explain it.

Hi
Some old browsers dont support CSS3 and HTML 5. So there is very little possiblity to make all the pages appears same in any browser. If you want to check how it looks in different browser please use this link.
