    Hello,

    I am having Windows 2003 Server and Not able to login to the Server Both RDP and Locally, It Hangs at “Applying Computer Settings" and Blank Screen. 

    Some days before This same issue occurred in other Server also, We have restarted the Server to check the issue, After Restart the Server didn't booted at all, I had reinstall the OS.

    Please help me to fix the issue.

    Hello MNYash,
    I think your computer is domain member, isn't it ? The problem (Hangs on "Applying Computer Settings") could be related to Group Policy process.

    I suggest to read this useful MS Blog article: Help! I’m stuck at “Applying Computer Settings” …

    Could you login on server before or it's first time ? If it isn't first time, try to disconnect network cable before logon (the server will use cached credentials); it should work and then you can investigate better.
