I ran across an issue on all of our Windows XP and Server 2003 machines. After installing the latest updates on a few test machines locally, it is prompting to update the following from the WSUS server:
Security Update for Microsoft .NET Framework 2.0 SP2 on Windows Server 2003 and Windows XP x86 (KB2656352)Security Update for Microsoft .NET Framework 2.0 SP2 on Windows Server 2003 and Windows XP x86 (KB2572073)Security Update for Microsoft .NET Framework 2.0 SP2 on Windows Server 2003 and Windows XP x86 (KB2633880)Security Update for .NET Framework 2.0 SP2 and 3.5 SP1 on Windows Server 2003 and Windows XP x86 (KB2518864)
After installing these, they are still being prompted to install, only from the WSUS server, not the windows update website. Are these ok to decline from the WSUS server? Is anyone else having this same issue?

I am having the same issue. Re-prompting of KB2604110 & KB265407 .net 3.0 updates after all updates go through. No errors, it says it installed correctly, then reprompts to update again. WSUS.
Any help would be appreciated.

It's been reported also here (as my issue is with Windows Server 2003 a kind technician advice me to post my trouble in this forums):
It happens installing KB2604110 trough WSUS, Windows Update or NDP30SP2-KB2604110-x86.exe.
It always installs OK baut always reapears as needed.
t installs again and again.
At control panel, appears as installed.At WSUS Console, appears NEEDED. Security Update for Microsoft .NET Framework 2.0 SP2 on Windows Server 2003 and Windows XP x86 (KB2633880)Automatic Updates still advises these updates are needed, same with Microsoft updates via browser.. So far out of eight WinXP SP3 system, this has happened on three. But the day has not started for some employees, so I'm sure this issue will appear on the five remaining systems.

2012년 5월 22일 화요일 오후 6:36I am having the same problem all day and I am tired of it. I yae Windows XP Home Edition and the Windows updates for Microsoft . Net Framework for KB2633880.. KB2572073.. and KB 2518864 on Windows server 2003 and XP x86. are just repeating and not updating. I tried to even contact by phone microsoft but to no avail. Nee this problem fixed and soon. Thank you.

For anyone on XP that was seeing repeated offerings of Net framework updates:
There was a faulty detection mechanism on the server. Now fixed since Tuesday May 22.
If you are still having the same issue, then, do this One Time.
Let's flush the download folder.
Start >> type in cmd >> and press Enter-key
type in
net stop wuauserv <Enter-key>
Go to Windows Explorer.
Look on your system drive (usually C ) and look at the Windows folder name. Like Windows or WINNT.
Modify following as appropriate.
If your Windows folder is C:\Windows. Look at this folder
C:\Windows\SoftwareDistribution\Download
If you find files in there, delete them. That folder is where files are stored from Windows Update downloads.Go back to Command prompt window.
type in
net start wuauserv <Enter-key>EXIT <Enter-key> "
Issue has been solved.
