"Request a new set of certificates" doesn't show under "Common Tasks" in the FIM 2010 R2 CM homepage

Hello!
I am doing a POC of FIM CM, and I would like to demonstrate the "User Certificate Self-Service".
I am following the instructions as detailed here: http://technet.microsoft.com/en-us/library/hh230267(v=ws.10).aspx
but I don't see these options.
Under common tasks, I see:
- Enroll a user for a new set of certicifates or a smart card
- View requests that need approvals
- View requests that need completion
Am I missing something here?
I can't see the "Request a new set of certificates" option even if I log on as an administrator (and not a regular FIM CM user).
Please advise.

Now it says "The RPC Server is unavailable..." :(
But at least I found the "Request a new set of certificates" option...

Following are a few things to check.
- Firewall turned off between Client, CA, and FIM CM server (for testing)
- Make sure you run same x86 or x64 of Internet Explorer and FIM Client for the enrolment.
- Make sure FIM CM url is added to the local intranet zone and security level is set to low of this zone.
- SPNs are correctly set for the web pool account.
- Delegations..
Also Make sure you have done the post installation tasks.

I checked all of these things and everything seems to be in order.
For some reason, when I tried to reproduce this error, to get a screenshot, I got another error instead:
