Maybe this exists already, but I can't seem to find anything on it. I was wondering if it would be possible to add the concept of a query-based playlist into Windows Media Player. It would be really cool if you had a bunch of videos named something like MyDog01, MyDog02, NeighborsDog01, MyParentsDog, and be able to build a playlist off the keyword "dog" or any other media attributes that are available (eg. All videos with .mp4 extension that have a duration longer than 10 minutes).
Having this ability would allow people to much more intelligently search for media that they want to play, or browse.
Does this functionality exist already, and I am simply unaware of it?

I'm pretty sure you can in the "Create Auto Playlist". You choose as filter "by Filename" and you can add several other filters: duration, type of file...
In WMP12, you have a bar with Organize/Share/Create Playlist and at the end the View Selector and the Search Bar. In Create Playlist, you choose Create Auto Playlist, then you name your playlist and you add criteria - that I called filters in my previous posts. You might have to select in the list of criteria "More" and then choose whatever criteria you want to filter your videos on.
