"In NAP when a client goes to a restricted zone it still takes the IP through DHCP from the defined range, is there any way by which we can define if the client is not meeting the requirements and is non-complaint it gets an IP from different range (Which we define as restricted range IP"

No. Compliant and noncompliant clients must use the same scope.
