Shared contacts empty for just one user

Hello,
I've posted this on the Outlook and Exchange forums with no luck. They've sent me over here to the Hosters forums for any further suggestions.
I have a user in a hosted Exchange2010 environment running Win7x64 and Outlook 2010 (Office H&B 2010) who has shared out her contacts list to 3 other users on their network, same Exchange server, etc. All users are owners or editing publishers on the contacts list. 2 of the users can see the list in Outlook, fully populated. The 3rd user sees the folder in her contacts list but it is empty. Third user is running Outlook 2010 on a WinXP machine. The first two (working correctly) users are running Office 2010 on Win7x86 machines.
We've tried setting up this 3rd user's mail profile on a Win7x86 machine running Outlook 2010 while on a different network and the empty contact list still shows up. We've tried re-sharing the list and re-setting ownership properties with no luck.
We tried exporting the contacts to .pst, running scanpst.exe on the exported .pst to clear any corruptions, deleting the contacts in the .ost via MFCMapi and re-importing the cleaned contacts .pst file back into the .ost before re-sharing again and the 3rd user still just sees an empty contact list.
We also tried sharing the contacts folder with everyone following the steps at this page: http://office.microsoft.com/en-us/outlook-help/share-a-contacts-folder-with-others-HA010355056.aspx
but it resulted in the blank contact list again. Any other suggestions for why the 3rd user can't see the contacts?
