windows7 professional still won't run my old program

My church uses a program that has been running on an old Dell with windows 98. The Dell finally died. We bought a new one and paid the extra 90 bucks to upgrade to windows7 professional. The program has been set to run in compatibility 98 mode but the ActiveX files cscmd32.ocx and cstext32.ocx would not register and the program still won't run. The regsvr32 at the command pronpt won't register them either. It says they are not compatible with the version of windows I am running. Is there any way to get windows7 professional to run the program with the old ActiveX files?

Install XP Mode and Windows Virtual PC from http://www.microsoft.com/windows/virtual-pc/download.aspx.

Hello,
Is the program compatible with XP? If not then using Windows XP may not solve the issue.
However, XP mode is a good idea. Note that with using it you can run programs in the background on the new XP system and users will not be aware about that since they will think that Windows 7 is running it.

You could try using the "Run programs made for previous versions of Windows" command in Control Panel -> Programs.
Alternatively, you could rely on virtualization: download and install Windows Virtual PC with XP mode (http://www.microsoft.com/windows/virtual-pc/download.aspx).
If you must absolutely use Windows 98, download and install a virtualization software like Microsoft Virtual PC 2007 SP1 (http://www.microsoft.com/en-us/download/details.aspx?id=24439) or Oracle VirtualBox (http://www.virtualbox.org), create a new virtual machine and install Windows 98 and the program you need to run.Bye.
