How can I open TabletPC.cpl (Tablet PC control panel) without actually having a multitouch tablet connected?

Hi,
I'd like to alter the Tablet PC settings on my Windows 7 Professional system, even when my multitouch monitor is not connected. The problem actually is that in control panel, I get an option called "tablet PC", which is only available when I connect my multitouch monitor, and disappears when this device is disconnected.
I have searched for TabletPC.cpl, but doubleclicking it does not start the control pannel.
So how can I force windows to show the tablet options, even f no tablet or multitouch device is available?

Hi,
Based on my research, you could do some basic settings in the tabletpc.cpl dialog box. We can click some .cpl files to start the control panel, but some are not.
Also you could open the tabletpc.cpl settings with command. For example, “rundll32.exe shell32.dll,Control_RunDLL tabletpc.cpl,,1”.(without quotes)Since Tablet PC may have some specific devices for the specific tasks, such as operating by touching the screen, inputting with the pen, etc. To alter the Tablet PC settings, some appropriate device should be connected.
