16 bit MS-DOS Subsystem error

I am using windows 7 professional.
When I start windows, an error is occur with a black windows
message is
16 bit MS-DOS Subsystem
taskeng.exe
The NTVDM CPU has encountered an illegal instruction.
CS:0e50 IP:01ec OP:63 68 65 27 2d Choose 'Close' to terminate the application.
If I stop the Windows Event Log service at msconfig, error message does not occur, but I heard that it is important service.
What should I do?
