If you have the August Cumulative Update or later cumulative update installed and you export a site and import it into a Blank Site elsewhere, you will no longer be able to create a survey that uses Survey Branching.

The issue occurs only after the August Cumulative Update for WSS and MOSS is installed. Subsequent cumulative updates (such as the October or December CU) do not seem to resolve the issue. The steps that I followed to replicate this issue are as follows:

    1.       Install the Microsoft-released VHD for MOSS (http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=67f93dcb-ada8-4db5-a47b-df17e14b2c74) and attach it to a virtual server.
    2.       Create a new SharePoint site collection.
    3.       Install the Infrastructure Update for WSS and MOSS (KB 951695 and KB 961297)
    4.       Install the August Cumulative Update for WSS and MOSS (KB 956057 and KB 956056)
    5.       Export a SharePoint site collection using the stsadm command:  stsadm.exe –o export –url http://<yourportal>/sites/sitename -filename c:\export.cmp –includeusersecurity –versions 4
    6.       Create a new site collection using the Central Administration GUI.  Select the Blank Site template.
    7.       Import the export.cmp file into the new site collection using stsadm:  stsadm.exe –o import –url http://<yourportal>/sites/newsitename -filename c:\export.cmp – includeusersecurity –updateversions 1
    8.       Browse to the imported site, and create a new survey.
        a.       Populate the survey with at least 3 questions.

    b.      Leave the survey questions at their default, just changing the question being asked.

    c.       Once 3 questions have been added, click Finish.

    d.      Go back into the survey properties, select the first question from the survey, and enable branching to the other two questions.
    9.       Take the survey.  When you answer the first question and click Next, you will receive “Access Denied”.

I recently discovered another issue along these same lines - if you are at your site that has been exported/imported after the August updates were installed and you create a new Announcements list (probably true of other new lists as well), you can add new items to the list, but you cannot edit any of them - you receive Access Denied.
