  • I'm not aware of a SQL Server Client provider that runs on iPad.

Web applications will work as long as they've been created using HTML compatible with Safari

  • You can file a request at Connect:

    https://connect.microsoft.com/SQLServer

  • Is your application connecting to a remote database rather than one stored locally?  Mobile apps typically connect to a remote service layer, which in turn connects to the database either directly or via other services.  This architecture allows the backend DBMS to be of any type.
