SugarCRM currently uses the prior community built driver, often referred to as mssql since that's the prefix it uses for its functions. SugarCRM does not yet use the SQL Server Driver for PHP, whose function prefix is sqlsrv. We are working with contacts at SugarCRM so that future versions of SugarCRM can use the SQL Server Driver for PHP.
Regarding UTF-8 support: We are working on adding UTF-8 support to the SQL Server Driver for PHP in the next release. Keep an eye on our team blog for more information.
