I guess that the tricky part could be that you don't have information about the 3rd party in the incident from start. A idea would be that you could extend the incident class to add a property similar to "3rd party", and add a user picker in the incident
form related to that property. Then you could use the SendEmail solution (packaged with the Exchange Connector) to trigger emails to the 3rd party on the analysts request.
Another idea would be to use a notification subscription, given that the 3rd party always have the same adress. You would probably want to add some incident property for this purpose also. Example a checkbox or a dropdown-list that will trigger
a notification subscription when checked.
