More details please. What do the logs say for that advertisement? Have you restricted it to run only on certain operating systems?

From the sounds of it, the client is unable to contact the MP and get policy. Have these clients worked in the past or are they new to the environment? Look at the link suggested by Torsten. At this point if the clients are unable to contact the MP to get policy, they'll not be able to run advertisements.
