Hello Jazii,
I didn’t see any recommend setting for email attachment size limit.
If you needs attachment size increase up to 40 MB, you can just go to increase the size.
Since the size is not too large, you don’t need to worry about it.

Hi Jazii,
As far as I know, it is better for you to set it less than 20MB (The reason is just you known).
I understand you question, but I didn't have any official document which Microsoft has given that Recommendation setting.
Thanks,

The default is 10MB which I would say is the recommended which is still the same for 2010.
"Microsoft has a best practice of a 10MB limit. Exchange Server 2003 by default sets the
global message size limit to 10MB. The Exchange Product Group implemented this
code change due to customer feedback and to help protect against denial of
service attacks."http://blogs.technet.com/b/exchange/archive/2006/07/06/3394411.aspx

Thanks, Sukh.
But I think Jazii is asking for Exchange 2010 , not Exchange 2003.
