How to create failover for a forest level domain controller servers with windows 2003 OS

We have at the forest level a root domain controller holding Shema, Domain Naming, Global Catalog and PDC roles and another additional Domain Controller holding role RID and Infrastructure.
When one of the above DC's fail, can the other take over all its roles and work by it self. Can failover be supported on DC environment, taking all of the roles.
Please, I need immediate response.
