sharepoint publishing approval workflow approver not displayed

When creating an OOB publishing approval workflow, if the approve field is left blank, when the workflow is started, the user should be prompted to enter the approver. This happens with the standard approval workflow. In the publishing approval workflow, this field is not displayed. All other fields are present except for this one.
Any ideas?

This is by design. Read the following excerpt from the article at http://office.microsoft.com/en-us/sharepoint-designer-help/understand-approval-workflows-in-sharepoint-2010-HA101857172.aspx
"Another difference is in the workflow forms. The association and initiation forms hide the option to add approvers, end workflow on first rejection, end workflow if document changes, and enable content approval. "

This means that tht approval will not be routed anywhere since no approver is defined. Seems a little worthless.
