Keyboard input problems

his problem is happening to me in both Windows 7 and Windows Server 2008 R2 after installing the SP1 RC in both. I can no longer type the "uppercase" symbols on the number row of the keyboard. ou know, the exclamation mark, at symbol, number sign, dollar sign, etc. I uninstalled the service pack in Windows 7, and it's still doing it. I have no idea why but I guess I'm lucky this time around my passwords don't have those characters or I would be forced to do yet another re-install of windows. Then again, I fear I have another one coming up here soon.
Maybe my old keybaord is dieing and this is it's way of telling me? Then again it's really strange it works on other computers... To give you an idea of what's happening, I will attempt to enter all the characters from tilde to the plus sign and show you what actually comes up.

There you have it. Actually, it looks like all uppercase letters are affected after trying to type... Seriously not good. I only have the US keyboard installed under languages and keyboards, my region is Canada English. I don't have a french keybaord or anything like that. It is a basic qwerty keyboard.

Does it happen in safe mode?
Try to reinstall the keyboard driver to check if it works.

If it doesn’t work, give me a screenshot of Control Panel – Change keyboards or other input methods – Change keyboards – General.
