Display MP3 ID3 tag version...

Is there a way to display the ID3 tag version (i.e. ID3v2, ID3v1) of an MP3 file in Windows 7, without using a 3rd party tool or application?
Perhaps through cmd.exe, VBA, WMP or Windows Explorer.
