Licensing for Hyper-V Virtual Desktops in School Agreement sites

I need to create and run some VMs in Hyper-V to test operating system configurations. We have a schools agreement in force at our school.
Since the volume license is an upgrade and since the VMs do not have an OEM license to upgrade from, how do we license the VMs?
