I assume you mean that users on PC1 are able to access the administrative (PC2\C$ PC2\D$ PC2\E$) shares on PC2? If that is the case then you need to make sure that the users in question do not have administrative permissions on PC2. If you have created shares to the C D and E drive on PC2 yourself then you need to either change the permissions on the share or on file system to restrict the users in question.

Subash,
On PC2,
Right Click on the drive C,D and E------>properties----->Make sure the drive are not shared---------> Then go to the security tab---->Remove the users if they are listed in the ACL.

Here are some articles to help you understand permissions and shares and how they work:

If you want to pc1 users to access the specific shares on pc2 then you will have to give the permissions
Allow/Deny on the shared resources.

If you are talking about the hidden shares which is c$ then you can disable this using registry
