Applying user settings

Hi
Server 2008 R2 Standard with Remote Desktop Services is very unresponsive, domain users can't log in as it hangs on 'Applying user settings', 'remote desktop services is busy'.
I can log in as local administrator, but functions just seem to hang e.g. it won't let me check the NIC properties, Windows Update won't open.
I've tried a few suggestions already with no joy, and rebooted a few times

It's a virtual server on VMware, we had some issues earlier in the week with VMware which have now been sorted, and we've 3 other virtual RDS servers on VMware, so don't think this is related.
Also, the number of virtual CPU's have been changed recently, so not sure whether this is the problem.

Filter the GPO for those user, or create a test user that got no GPO on him. One GPO might not apply correctly.

I think there is more of an issue with the OS and the underlying ( virtual ) hardware, as System Properties shows 'Not Available' for both processor and memory. There are also a lot of events TCP/IP errors.

Also, what kind of NICs have been assigned to this problematic VM ?
Its better to use VMXNET 3 on Virtual Machines. You might want to remove and re-add NICs connected to server to see if that makes any difference.

It is using VMXNET3, I have tried removing / readding but still the same issue.
It looks like it is an issue with WMI, if I disable the WMI service and reboot, then NIC properties, Windows Update etc start working again, and users can log on. Obviously the processors / ram info is still missing though. When I re-enable WMI again, everything stops working.
Tried running verify and salvage repository, but this just seems to hang

1.Verify your server installed WMI related hotfix.
