Hi!
You don't allocate actual physical CPU to your virtual machines. The amount of virtual CPU's assigned to a VM represents, harshly speaking, more or less CPU time available. The actual workload is spread evenly across all physical CPU cores, managed solely by Hyper-V.
4 is the limit of vCPU's you can assign to a VM in the current Hyper-V edition. This amount has increased significally in the next version of Hyper-V included in the upcoming Windows Server 2012 OS.
Also, Microsoft officially supports up to a maximum of 2 virtual CPU's when running 2003 as guest. Although it's possible to assign 4, not all servers perform better. Some 2003 guest have been reported to actually have worse performance. It all depends on what type of server you're virtualizing.

Hi,
As the above guys mentioned, you can’t expose a physical CPU to the virtual machine. If you assign 4 virtual processors to the virtual machine, it just like you assign it a processor with quad cores. And on current version of Hyper-V, the maximum number of CPU you can assign to a virtual machine is 4, you can’t beyond it.
By the way, in Hyper-V, the maximum supported processor on a Windows Server 2003 virtual machine is 2. For more information, you can refer to:

Hyper-V: The number of virtual processors in use must not exceed the supported maximum

Hyper-V: The number of logical processors in use must not exceed the supported maximum

In addition, in Windows Server 2012, the maximum supported processors on a virtual machine is 64.
