Missing Exchange Power Scripts

A Lot of articles refer to scipts that do not exist on the Exchange 2010 server.
I had a look at the Exchange 2010 CD and could not see them there either.
Is there a place to download them?
E.g. of a script is New-ManagementRoleAssignment

New-ManagementRoleAssignment is not a script but a cmdlet. It is used to assign a management role to a management role group, management role assignment policy, user, or universal security group (USG).

The cmdlet does not exist in the folder given, I have checked a couple of Exchange 2010 servers.
Can you download them?
