User with manage lists permission can't start workflow wich requires manage lists permissions

Hello
I created a permission level called Manage Lists, in which i enabled the Manage Lists
permission.I set this permission level on a user, so that he can start a workflow. The workflow was
set up to be started automatically only if the user has Manage Lists permission.But i can't launch the workflow, the workflow button is not appearing. Only if i give the
user full control permisssion, i can launch the workflow. Is this a bug or i
must be missing something.Thanks

I tried your scenario and everything just worked fine, you could be mistaken.

I tried again the scenario and this time i put the Manage Lists permission on the library (wich contains the document set) as well. The first time i only put the Manage Lists permission on the item itself (document set). And now it works.
Did you put the Manage Lists permission as well on the Library ?
If it's a requirement to have the Manage Liste permission on the Library (not only on the item) then it's a problem for my scenario, because i don't want to give permission to users to remove or modify the Library, but only to start workflows.
Is there a way to enable a user to star a workflow without manage permission on library and without edit permission on the items ?
