    Hi,

You’d better check the BIOS settings, especially the PCI devices settings.  In the meantime, you may check the TV tuner compatibility.

    Windows 7 Compatibility Center

    http://www.microsoft.com/windows/compatibility/windows-7/en-us/Search.aspx?l=en-us&type=Software&s=Palm%20Pilot%20TX&os=64-bit

If the issue persists,  I suggest you contact manufacture for assistance.

    Dear Ivan Liu

I have checked BIOS setting, there is not much PCI-E setting there. Only thing I can do is Disabled C-State

I have checked Compatibility Center, there is no details about my TV Tuner

I asked manufacture, they advice to me change the pci-e slot.

Any other way to fix this issue?

    Thank you!

Generally speaking, it is not a plug and play device, so it should be detected at boot time. Please tighten it or replug.  When it detect failed, you'd better have a check in Device Manager, to disable and enable it for test.
