Windows Installer Service could not be accessed (Windows 7 Ultimate 64-bit)

    Question

  • I install new Windows 7 (64-bit) on new HDD on 10.11.2011.

    I menage to istall all programs but I can't one with which using Windows Installer.

    I try Microsoft solution but it didn't worked. http://support.microsoft.com/kb/315346 and http://discuss.itacumens.com/index.php?topic=71615.0

    I am using Windows Installer 5.0.

    Maybe it's problem with registry. How can I determine is it my  Windows Installer 5.0 correct install?

    When I type msiexec.exe in Search box in Windows 7 (64-bit) I can see information about Windows Installer 5.0.

    In the services start type is Automatic.

    I menage to update Windows 7 (64-bit) I to Service Pack 1, but can't install update for .NET Frameworks.

    I could post my HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\msiserver if it could help   ?

    Is there any difference between   HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\msiserver  (OS 32-bit) and HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\msiserver  (OS 64-bit) ?

    I do also this:

    1. On the "Start" menu, click "Run:.

    2. In the "Open" box, type "msiexec /unreg", and then press ENTER.

    3. On the "Start" menu, click "Run".

    4. In the "Open" box, type "msiexec /regserver", and then press ENTER.

    When I type  msiexec I get information about the version of Windows Installer

    When I log on Administrator user I can install software which using Windows Installer.
    I don't what happened whit my user Mileusnic a why under that account I can't install software which using Windows Installer.

  • I can only give you few suggestions and links to try
    When you register the installer with "msiexec /regserver" use the full path. Some of executable on 64 bit systems have problem with this. It looks for the "system32" folder instead of "C:\Windows\SysWOW64"
    So if you are running 64 bit system use this
    C:\Windows\SysWOW64\msiexec.exe /regserver
    Restart the computer and try the installation again.

    Windows Installer should be set it to the default value which is “Manual” ("Start"=dword:00000003)

    I think that your windows installer got corrupted and you probably need to reinstall it.
    Try following link below which for 2000 but I think it might work as well for Windows 7
    Most likely you security permissions are not setup properly.

    That sounds like you have a 32-bit install.
    In Windows Explorer- do you have “C:\Program Files” AND “C:\Program Files (x86)” folders?

  • I couldn't see your upload. "The file you are trying to access is temporarily unavailable. Please try again later."

    Are you running 32 bit system or 64 bit?

    If you are running 32 bit system then register the service as

    c:\windows\system32\msiexec.exe /regserver

    If you are running 64 bit then register the service as

    C:\Windows\SysWOW64\msiexec.exe /regserver

    In the registry

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\msiserver

    check for presenece of

    WOW64

    and if you find it set it to "0"

    Make sure the service is not set as "Automatic" use "manual" instead. You will have problem accessing the service if is started already. Programs will wait for it to finish "running" before they can access it to start installation.

    In most cases this should be enough to register the service properly and make it work.

    Also check this post out, lots of people have reported this as resolution to the same problem.

  • Brano, thank you. I am sorry for late reply. I was away.
    I menage to solve problem but unfortunately not complete. I insert this in registry:
    -------------------------------------------------
    [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\msiserver]

    "DisplayName"="@%SystemRoot%\\system32\\msimsg.dll,-27"
    "ImagePath"=hex(2):25,00,73,00,79,00,73,00,74,00,65,00,6d,00,72,00,6f,00,6f,00,\
      74,00,25,00,5c,00,73,00,79,00,73,00,74,00,65,00,6d,00,33,00,32,00,5c,00,6d,\
      00,73,00,69,00,65,00,78,00,65,00,63,00,2e,00,65,00,78,00,65,00,20,00,2f,00,\
      56,00,00,00
    "Description"="@%SystemRoot%\\system32\\msimsg.dll,-32"
    "ObjectName"="LocalSystem"
    "ErrorControl"=dword:00000001
    "Start"=dword:00000003
    "Type"=dword:00000010
    "ServiceSidType"=dword:00000001
    "DelayedAutostart"=-
    "WOW64"=-
    -------------------------------------------------
    But I had to enable Windows Administrator account then log on as Administrator then I could install software with MSI (Windows Installer Package) install file (like ABBYY FineReader 11.0)
    I still don't understand what is wrong with my first account (Mileusnic)? This account has administrator privileges. Is hi corrupted?
    When at the beginning install Windows 7 Ultimate  (64-bit) I normally install programs which are using MSI.
    Could I fix my account Mileusnic and how so could I install normally under this account?

  •

    Login as administrator.

    Go to "C:\Users\Mileusnic"

    Try renaming your user account.

    That should rebuild your user account.

    When I log on Administrator user I can install software which using Windows Installer.
    I don't what happened whit my user Mileusnic a why under that account I can't install software which using Windows Installer.
    If it is only way to install software which using Windows Installer by log on to Administrator I can tell that I solve this problem.

  • High low (hello).  This is a late response, almost 2 years later... but we see this from time to time at our work place.  Basically this happens when Windows goes wild.  It has to do with the TEMP and/or TMP environmental variables.  Sometimes Windows just doesn't know what to do with spaces in the user profile's temp environmental variable so it throws the Windows Installer Options window.  If you go to the command prompt and type: msiexec sdfjskldf, you will see the exact window.  Windows is treating it like a incorrect syntax issue.

    So how do you fix this?  Attempt to set the environmental variables by going into the command prompt and typing something like:

    SET TEMP=C:\TEMP

    and/or:

    SET TMP=C:\TEMP

    This assumes of course you have a folder called TEMP on the root of the C: drive.  See if this works.  If not, you will need to modify the Environmental Variables in System Properties.

    So the solution we find works all the time is to set the environmental variables for the temp folder to a location that does not have spaces in the path.  C:\TEMP is the easiest.
