Windows 7 SP1 Installation Error - 0x80070002 - ERROR_FILE_NOT_FOUND

    Question

  • Hi,

I use Windows 7 Professional x64. I installed Readiness tool. It was completed successfuly.

    CheckSUR.persist

    Summary:
    Seconds executed: 597
     No errors detected

When I try to install Win7 Service Pack 1 (standalone installer), I get File not found error (0x80070002 - ERROR_FILE_NOT_FOUND). In CBS log, I see this error entry:

      Info                  CBS    Failed to find file: x86_networking-mpssvc_31bf3856ad364e35_6.1.7601.17514_none_0c80f0c5176cbb85\Firewall.cpl [HRESULT = 0x80070002 - ERROR_FILE_NOT_FOUND]

I checked whether Firewall.cpl exists in SP1 or not. When SP1 installer gave error message, I didn't close SP1 window (in order to avoid cleanup). I copied windows6.1-KB976932-X64.cab file from temporary folder which was created by SP1 installer. I extracted this cab file to new folder by 7-Zip program. I looked into this folder.
I found x86_networking-mpssvc_31bf3856ad364e35_6.1.7601.17514_none_0c80f0c5176cbb85 folder that mentioned in CBS log. Firewall.cpl file didn’t exist in this folder.
Finally, I see that Firewall.cpl file doesn’t exist in required location in SP1 standalone installer

How can I solve the problem?

    Thank you

  • Hi,

According to your description, it seems this installation file got corrupted during the downloading process, it is recommended to download a new copy for test:

Download details: Windows 7 and Windows Server 2008 R2 Service Pack 1 (KB976932)

    Hope it helps.

  • Hi Alex,
I downloaded SP1 and tried to install again. I got the same error. I don’t think any corruption in SP1.  I didn’t get checksum error during installation. There is  windows6.1-KB976932-X64.cab file in windows6.1-KB976932-X64.exe(main SP1 file). There is no Firewall.cpl file inside of this cab file (in right location).

Folder name exists in cab file but Firewall.cpl file doesn’t exist. Folder include different file which I cant remember its name.

  • Hi,

What is the result if you install Windows 7 service pack 1 via Windows Update?

Currently, please run SFC tool to check if we can repair this issue:

How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7

Or try to use Chkdsk to check the result.

You could also refer to the following article which would be helpful to you:

  • Hi Alex,

Thank you for your help. I haven't tried to install SP1 via Windows Update yet but I am going to try. I run SFC tool and chkdsk. Unfortunately, SP1 gave the same error. I am too disappointed. I think there is a bug on SP1 installer.
If SP1 installer needs Firewall.cpl file, developers should put this file in SP1 package.
If SP1 installer doesn't need this file, why does installer try to find this file in SP1 package and give error?
I think developers should study on this error.

  • Sorry my late answer :(

I tried SP1 update via Windows Update. But it gave different error code 8024200D. I tried 3 times, results were the same.

  • Hi,

Try to use the following tool, and then run windows Update again for test:

  • Hi Alex,

I run latest version of System Update Readiness tool and then I checked CheckSUR file. "No errors detected" message was written at the and of the file.

(Note: I have run this tool 4 times totally until now)

I cleaned Windows update cache folder (\Windows\SoftwareDistribution) and I run Windows update again. I got the same error (8024200D). In MS forums, people advice to install SP1 via offline package for this error. I tried to update via offline SP1 installer again. It gave the same error again (firewall.cpl: not found in SP1).

Do you advice that I copy firewall.cpl file

    from

    C:\Windows\winsxs\x86_networking-mpssvc_31bf3856ad364e35_6.1.7600.16385_none_0a4fdcfd1a7e37eb\

to temporary location of SP1 installer (during update):

    x86_networking-mpssvc_31bf3856ad364e35_6.1.7601.17514_none_0c80f0c5176cbb85\

Or how can I found correct version of Firewall.cpl missing in SP1?

  • Was there ever a solution on this post? I am having the same exact symptoms.

I've run sfc /scannow, and it states it repairs.

    REBOOT

Run the Readiness Tool -- No errors.

Download and Install SP1 - I get a file not found error (0x80070002)

When I run the update through Windows Update - I get an Unknown Error (8024200D)

    Any thoughts on this?

  • Hi Fawkes300,

I think this is a bug. I gave all details about that. I spent a lot of time for this :(. Unfortunately, I no longer expect any solution from MS.  Now, there is only one solution that is clean installation of Windows :). It is better and faster than expecting any solution from MS.

  • Hi Everyone,

I have Windows 7 enterprise and I got the same error also ERROR_FILE_NOT_FOUND (0x8007002).

I also tried the update readiness tool.....

I think also that it's a bug in their update

  • From the CheckSUR log, I find one error regarding atiilhag.inf has been fixed. Please run SFC and the update readiness tool again until the logs give the all clear.

From CBS log, I notice the following error message.

"Failed to open the registry root: n/a, key: SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\ServicePack\SPReview. er=0x2"

I suggest booting in Safe Mode and take the ownership of the registry.

    1. Click Start -> type regedit in the search box and press Enter.

    2. Navigate to the following registry:

    [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup]

    3. Right click Setup folder, choose permission, add everyone account into list with full permission.

    4. Click Advanced button, select the option for Replace all child object permissions with inheritable permission form this object.

After that, reboot in Safe Mode and run Standalone installer again to check the result. If the issue persists, I think the best efficient way is in-place.

    In-place upgrade

  • Addition: KB958830 is the Remote Server Administration Toolkit. As it may be rather bothersome to look for it in the endless list of updates to uninstall, take a look at the Technet docs which show up other ways to remove it. A reboot is not needed, the service pack can be installed immediately thereafter.
