    You've not indicated what the file type or file extension is that you're
    trying to run.

    Yes, 7-zip is another option. Also you can try to reinstall WinRAR for test.

    I'm not sure that you and Vegan actually read the OP's response. He said
    that he's already used WinRAR to extract the file. That's what is confusing
    about this whole thread.
