  • Can you logon using the Local Administrator account?

If you can, go to Run > key in gpedit.msc and review the following paths to ensure non administrators have access to windows updates

    Computer Configuration\Adminstrative Templates\Windows Componets\Windows Update

    User Configuration\Adminstrative Templates\Windows Componets\Windows Update

  • You didn't tell us about your environment.

Which edition of Windows 7 do you run? Only some of them have the Group Policy Editor. For others you may have to change the keys in the registry.
Is your system member of a Windows Domain? In this case local settings are ignored and the configuration can be changed only by a domain administrator, once the related policy has been set in the domain for your computer. If a change is necessary, contact your Domain Administrator, if not, leave it as it is.

  • Then yes, your system has access to the group policy editor since it's Ultimate...

"of cause can login in Adminstrator, but how to setting it in Local Group Policy Editor for windows Update??"

Is that a yes, that you can logon using a Local Admin account? Further, it would help if you qualfied if you're in a domain or not, as if you are as Olaf mentioned, such domain policies would overide local ones.

If you can, go to Run > key in gpedit.msc and review the following paths to ensure non administrators have access to windows updates.
