I found this elsewhere, so I take no credit.

    start regedit
    navigate to HKLM\Software\Microsoft\SQMClient\Windows\DisabledSessions
    rename MachineThrottling to _MachineThrottling

    Solved the issue for me.

  • I have been able to install Java.  Try using a Java Update 6 installer.  That is what i used. It updated itself and is still working.

  • The Java installer works fine for me. IE8 too.

You should try the offline installer for java.

  • I tried the offline installer in my Win7 64bit system.  I'm still getting some sort of installer crash.  I even tried setting the various compatibility modes.  No joy.

  • I tried both the online and offline installer for Win7 64bit. The online installer did not work at all. The offline installer works for IE8 but not Firefox. In Firefox all I see is a blank space where a Java applet is supposed to be.  No error messages or anything.

  • Went to numerous sites see liek tons of peopel with the typical  'Windows Installer" issue and not able to get it to work, soem after alot of tries.

This is for 32bit one. Offline does not work, I tried that after 2 failures of web isntaller, same issue.

  • For my system (P4 w/32-bit win7 beta7000), Diiorio's solution didn't work.

I ended up having to do an "offline" install from the "manual" java download page at sun... http://java.com/en/download/manual.jsp
