My issue happens every time I try to connect to the proxy at my workplace I get the screenshot(1) (located in the SkyDrive folder link at bottom of page) in both IE 11 Metro and Desktop and any other program I try to connect to the internet with also fails. Exceptions to this are search (from charms) where I am able to search the internet but not access pages. Another exception to this is live tiles, the tiles update even though most programs are unable to connect to internet, I know this because when I turned my computer on I saw that Nico Rosberg had won Siverstone which had not happened until after I had turned my computer off previously, other live tiles came through throughout the day as well. This shows that my internet is not completely broken. The page on IE that tells me that the proxy server isn't responding tells me to check proxy settings, I did this both automatically detecting settings and manually typing the proxy in and neither fixed the problem. The next recommended step was to check firewall settings. I disabled my firewall briefly and the issue was still there. The third step was to take it to the network administrator which I did and they tried everything they could including playing around with the proxies some more. This proxy that we have is used for local authentication and as a consequence cannot be removed. In the end they fixed it by installing Firefox which works if it is set to automatically detect the proxy but if it is set to use the system proxy it does not work. I have a friend who installed Windows 8.1 onto a seperate partition and the internet works for them.
The steps involved in producing this bug are as follows:
1. Open IE 11 Metro or Desktop
2. Page attempts to load
3. Error message comes up.

I would suggest you to disable the proxy connection, then reconfigure proxy settings, then reset Internet Explorer to check the result.
1: Disable Proxy connection
1. Click the Gearbox at the top right corner in Internet Explorer.
2. Click the Tools button, and then click Internet Options.
3. Click the Connections tab, and then click LAN settings.
4. Uncheck the Use a proxy server for your LAN box.
5. Click Ok.
2. Reconfigure Proxy settings
1. In Internet Explorer, click the Tools button, and then click Internet Options.
2. Click the Connections tab, and then click LAN settings.
3. Select the Use a proxy server for your LAN check box.
4. In the Address box, type the address of the proxy server.
5. In the Port box, type the port number.
6. If your network requires separate proxy addresses for different services, such as HTTP, HTTPS, or FTP, click the Advanced button, and then type the individual proxy server addresses to use.
