  • Is this on a domain?    if so, then that document is a tad misleading.    The GPMC will try and load the policydefinitions from the domain GPO directory, not from a local hard disk.

    do you have a domain policy store?   (  \\[yourdomain]\sysvol\[yourdomain]\Policies\PolicyDefinitions  )

    You can also check in the GP Editor where the ADMX's loaded from, next to the Administrators Template node it will say Policy Definitions retrieved from xyx

    to clarify, if its a domain, and a central store has been created by the domain admins (which is highly likely), then c:\windows\policydefinitions is not coming into play.
