  • I missed the fact it's hosted on vmware from your original's post, 

    First for a general's performance tip, did you re-installed the VM's tool after upgrading the number of vCPU in the VM ? Please follow those Kb, might help. (Modifying the Hardware Abstraction Layer (HAL) for a Windows virtual machine and High CPU utilization of inactive Windows virtual machines)

    Second thing, does it's a VM that you did a P2V ? You tell it's a new DC, but if it was started with 1 vCPU it give me the feeling it was a old physical's server that was done a P2V on it. Maybe I'am wrong there! but if yes, remove all third part program. The HP's teaming software cause a LOT of performance issue like you got. And there is no way to un-install it, you got to manual stop the service and kill it from msconfig. 

    I have some virtual DC with like the ePO's console with the SQL, and 4G is large enougth to hold that. Thats why a interfering's bad driver/software suite is my first guess. (If I follow that link, it seem SCM load device driver too, not just service)

  • Does both DC are in the same OU ? A computer GPO might affect the server. A newer antivirus installed on that server ? Can you install the same AV as the old server to rule that out.
