To prepare Windows 7 with a background picture other then the default used before logon you have to do the following:
- create in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Background a 32bit REG_DWORD named OEMBackground, if not exist, and set the Value data to 1, default is 0
- in C:\Windows\System32\oobe create additional folders Info and inside Backgrounds, so that C:\Windows\System32\oobe\Info\Backgrounds exist and copy here your .jpg file which should be shown. It MUST be named backgrounddefault.jpg
- now logoff and you can see the new choosen picture as background
If it works for you implement this with GPO.
