Migrate data from one SiteCollection to a second Site Collection

Hello,
Does anyone know how I can migrate data from one site collection to another? I have been assigned with evaluating a customer site and have noticed that their sites are setup as Team Sites but they want them to be full publishing sites that include editor toolbar functionality which you only get if you indicate that you want the site to be a publishing site from start and not as a conversion via turning on the feature in site settings.
So I have to create new site collections but need to come up with a way to migrate the data to the new publishing site.
Any ideas greatly appreciated.
