Report borders do not show consistently.

Report borders are added on the body and footer.
Borders show correctly if the margins are reduced but the new margins cannot be saved from one session to another. If the default margins are used, blank pages are generated and the borders are missing at the left and bottom.
Reducing the width of the tablix or controls in the header and footer does not help.

Report margins can be set in Report Properties.
