I have the need to deploy a custom MMC to manage 2008 active directory to a group people using Xp sp3 clients and the best way that I have thought of deply is via a Windows 2008 Terminal Server Remote application. I want to be able to give them an RDP shortcut so the MMC displays as if it was installed on the XP client. If anyone has any idia on how to deploy MMC in this way please let me know.

You can publish it as any other remote App. Suppose your MMC Snapin is named xyz.msc, you can just publich xyz.msc through the Remote App Manager. Have you already tried that and ran into any issues?
