- Can SCCM client\Windows Update Agent don't allow the user to check for updates or download updates from Internet by using Windows Update?

You can use group policy to disable it.
User Configuration->Administrative Templates, Start Menu and Taskbar. Double-click Disable "Remove links and access to Windows Update"

if you enable SUP client, SCCM client will not contact with internet for windows update unless users browser update website manually.

Jie-Feng Ren - MSFT- ConfigMgr creates a local policy that points the WUA client to the SUP. You can use a GPO to remove "Windows Updates" from the start menu.

I have enabled SUP client, but when I click on the Windows Update --> Check online for update from Windows Update, then it will check online for updates. Not sure if this is the Windows 7 new setting? If I click on Windows Update on IE, then it will show the Windows Update instead of navigate to windows update URL.
If I remove Windows Updates from the start menu means I only remove the shortcut,right? The user still able to go Control Panel to open Windows Update to check for updates online,right?
I would like to control the clients to get updates from SCCM only and don't want the user go Internet and get the updates themselves. You can use group policy to disable it.
