i done my best to re solve the problem .
i have re-install the driver ,restart the window 7 add re-install it , form cmd and perform my best i fail to do so.

Code 43 can also indicate a hardware failure:
Code 43Windows has stopped this device because it has reported problems. (Code 43)
One of the drivers controlling the device notified the operating system that the device failed in some manner.

I would like to verify if the issue occurs on USB devices. Have you tested the USB device on other computers? How about other USB ports?
I suggest you BIOS and chipset from computer manufacturer's website, run the diagnostic tool and reinstall USB Controllers for a test.

I'm experiencing the exact same problem using a Imation Apollo 2.5" PHDD (250GB).
I've tried all available USB ports, i have tried a USB hub.
I've tried reinstalling the USB controllers and have attempted to update my chipset drivers (which where up to date).
All available answers found online so far have been tried, but failed.
I've also contacted the manufacturer, who conveniently points to Microsoft (which is fair, looks like it's the generic USB mass storage device driver who's at fault here).
I've also tried it on numerous other machines in the office (windows 7 Enterprise X64, just like mine) and they all fail. It did work on my and works on other windows XP machines, oddly enough it also works on my windows server 2008 R2 machines.
Now that i think about it, might be worth a shot to grab the usbstor.inf from a 2008 server and put that on the windows 7 machine.
I'll post the results here.
*edit* Searching on google i also found this to be a quite generic issue, but no resolution that works for me thusfar.
*second edit*, well that was a nice surprise, my unlocked system was not so unlocked afterall (either that, or windows 7 has systems in place that prevent you from changing system files). couldn't get the USBstor.sys loaded from the 2008 server. I suppose it's just as well that it didn't work, big chance the system wouldn't work properly after such a change.
Well, i've now resorted to getting my data off the disk through an old windows XP machine and i'm now hoping there'll be an update for the USBstor driver soon.

FYI: I have recently bought two USB3 flash drives of the same brand. One stopped working this morning with ERR Code 43. I have tried it on three different computers (Win 7 and XP). The other one works quite happily. It is not (in my case) a driver error. It IS the device.
Common causes of Code 43 errors... as listed
- The driver is not installed.
- The driver is missing.
- The driver is out-of-date.
- The driver is corrupt.
- A previous attempt to update the driver failed.
- The device is not configured as the default device.
- The device is not plugged in correctly or all the way.
- The device is damaged.

I realize this is an old thread but I recently had this same problem after I updated my notebook to Windows 8 Enterprise. Since it was a USB device that was causing problems I simply started unplugging USB devices. When I unplugged my Maxtor 300 gig external hard drive the problem device disappeared. Of course plugging it back in brought the problem back. Now the Maxtor HD was plugged into a powered USB hub so I unplugged it from the hub and plugged it directly into my notebook docking station and Voila, problems fixed. Drive is working fine and no errors or warning messages in Device Manager.
