I am having this problem with my keyboards (both on my laptop and desktop). Whenever I press ", ' or ~ the input is not shown. What I am trying to say is that whenever I try to write those characters, after I press the keys, I don't see them. After I press another key I can see them.
Example: I press SHIFT + ' (=") and I don't see the character. But, I continue to write, for example: bla bla bla" and only after I press space I can see the ", but then I can't see the space being registered after the ".
    Hope my description helps.

I have seen this on other keyboards on Vista - where the keyboard is from say the USA, but it is being used as a UK keyboard with the UK drivers and layout it does seem to happen.  I have no fix for it other than to install the keyboard with its intended language and layout.
Never ever approach a computer saying or even thinking "I will just do this quickly".

Actually I've figured out the problem, and it is kind of the same solution as -NooNoo posted.
I've installed Windows 7 with the United States - International keyboard layout, which for some stupid reason is offered instead of the default US (as with Vista/Server 08). It took me some time to realize that this is the problem. So my advise would be to stay away from US-International keyboard layout.
However, by using US my problems are solved. Sure, I could have used other layout (as per my Regional Settings), but it would have modified the input of the keys.

Change your locale to the country that the keyboard is from, and then back to the place that you are from. This should fix your issue. If not, contact Microsoft directly.
