Cannot open ExRCA in Internet Explorer

I have a Windows 7 Enterprise x64 workstation. I have bene using ExRCA for a long time, but recently I have been unable to open the ExRCA website. I sometimes get the "Page Cannot be Displayed" message in Internet Explorer, or the ExRCA site seems to load, but no test options appear in the box and I only have the "Next" button.
I have tried clearing out my IE temporary files and history. I have used System Restore to revert back to a date in which ExRCA was displaying properly. I can access ExRCA on my other laptop sitting right next to me connected on the same network connection.
Any thoughts on why the page would have trouble displaying on my one specific workstation would be appreciated.

I did not. I reloaded Windows 7 x64 on my laptop and started running Windows Updates. I noticed the same error returned on the newly installed OS as a result from one of the updates. I am not sure which though.
I reloaded my laptop again with Windows 7 x64 and started stepping through the updates one by one, and i did not get the error this time. Right now, ExRCA is working for me, but I am goign to make sure it continues to work over the next week or so to make sure some other update doesnt get pulled down that may cause the error.

Updates were detected this morning and installed, which caused th error to return. The updates that were installed are shown below:
.
.
I did install Firefox, and this originally did not work the first time, but after refreshing the page in Firefox, the ExRCA webpage loaded successfully. I also use Lync for Online Meetings, and Lync meeting links in calendar invites also fail using IE9. When Firefox was set to the default browser, Lync meeting links started working.
I reverted the default browser back to IE9. When trying to open ExRCA, I clicked the Compatibility View icon in the address bar, and the page was able to load. Each time I open ExRCA, I need to click that icon to get the page to load successfully. Lync meeting links appear to be working alright for now after I clicked that icon the first time using ExRCA.
Using the Compatibility View is a workaround for now, but I am curious why it seems to not be an issue for most others using Windows 7 x64 and IE9. Other workstations with these same updates installed do not appear to fix the problem.
Also, a system restore was performed to a restore point for yesterday, but that system restore did not fix the issue.
