IP Allow List vs IP Block List: Which has precedence?

For the past few days, we were using a RBL that was really effective in reducing spam - blackholes.five-ten-sg.com. The problem is that it is *too* effective in that it blocks legitimate emails from our vendor (Korea, japan, etc)
If we were to add the vendors' IP addresses to our IP allow list, would these be overridden by the IP Block List or would the be allowed through? I have disabled the RBL and cannnot risk having our vendor addresses blocked so, I would like to find out first before proceeding. Thanks!

IP Allow List is checked first. SMTP Clients on IP Allow List bypass the IP
Block List.
